Current Congressional District Governor Todd A. Bloom has been declared the winner and will serve a second term beginning at the conclusion of the Sept. 24-25, 2026 meeting of the Board of Governors. The term will end September 2029.
About Governor Bloom
Todd Bloom has over 20 years of experience in providing tax and estate planning services to private clients. Todd’s prior experience includes over a decade in Big Four accounting, and industry experience as comptroller and counsel with a Financial Services Firm. Todd has advised on myriad tax issues and has represented clients before the IRS and state taxing and regulatory authorities.
After having been recalled to the Navy after 9/11 and serving for over a decade, Todd retired as a lieutenantcommander in 2018. He deployed in support of military and counter-terrorism operations in the Persian Gulf, in the Pacific, Southeast Asia, and South America during his seagoing and expeditionary tours and has been VA-rated disabled.
Todd received his B.A. (Econ) from Simpson College. He received M.B.A. and J.D. degrees from Tulane University, an M.A. from the U.S. Naval War College, and an LL.M. (Tax) from UW Law School. He earned a diploma from the College of Naval Command and Staff.
Todd has been an adjunct faculty and has presented tax and financial planning topics to various professional organizations. He has served as a FINRA Arbitrator, and he has been involved with the CFA Institute’s Examination program. Todd served as an Officer and Director of the Financial Analysts of New Orleans and has served on his parish Finance Council.
Todd is a member of the AICPA, the Louisiana Society of Certified Public Accountants (LCPA), the Louisiana State Bar Association (LSBA), the Washington State Bar Association (WSBA), the CFA Institute, and the CFA Society of Seattle. He is admitted to practice before the U.S. District Courts for the Eastern District of Louisiana and the Western District of Washington, the U.S. Tax Court, and the Louisiana and Washington state bars.
